SayCel R.P.W. Compañia Limitada (SayCel R.P.W. & CIA LTDA) is an exciting startup, based in Nicaragua and New York City that builds open source communications infrastructure for rural and developing regions. We empower local communities and governments to provide internet, cellular, and emergency response solutions and currently registered as an Internet Service Provider, and technical consulting firm based in Bluefields, Nicaragua.

SayCel R.P.W. recently received an investment from UNICEF Innovation in order to strengthen our open source cellular technology, and scale it to villages in the Pearl Lagoon basin on the Caribbean Coast of Nicaragua.

We are a growing company that has partnerships with New York University RiskEcon Lab, UNICEF, International Telecommunications Union, Rhizomatica (Mexican Indigenous Cellular Network), and REDES. We have offices in Pearl Lagoon, Bluefields and New York City. SayCel RPW utilizes open source technology and our team is dedicated to increasing access to communications to people who needed it most.



Job Position:  Nicaraguan Business Development Director

Job Description

SayCel is seeking a Business Development Director with a minimum of 3 years experience to expand partnerships with the Nicaraguan Federal Government services sector and Mobile Network Operators.

The ideal candidate will be technologically savvy, resourceful, and have a startup mentality that allows him/her to think creatively to create business income generating opportunities for SayCel in the Latin American Communications, governmental and non-governmental sectors.

Resiliency and a demonstrated track record for identifying leads and forming relationships with key decision makers is highly valued. Experience with governments and/or telecommunications companies is a plus.

The Business Development Director will set sales goals and drive demand for services. They are responsible for leading the capture/sales process, and delivering profitable growth for the business by meeting key benchmarks. This includes identifying, screening and qualifying new business opportunities; gathering information, maximizing the value proposition and coordinating the follow-through needed to close deals.

The Business Development Director must be able to communicate clearly and persuasively SayCel’s core capabilities within the telecommunications, data and rural development sector.

This challenging and rewarding position is based in Managua, Nicaragua and may require international travel.

Job Responsibilities/ Accountabilities:

  • Work directly with CEO and upper management to define strategic direction and innovative strategies for growth within the telecommunications sector in Nicaragua.
  • Develop, cultivate and manage relationships with MNOs in pursuit of new business opportunities.
  • Develop comprehensive marketing materials targeted at MNOs, governmental, and non-governmental agencies.
  • Submit applications and solicitations to TELCOR, or any other governmental regulatory body in order to receive appropriate licensing.
  • Maintain a relationship with TELCOR official, and consistently follow up on applications process.
  • Research and identify top contract opportunities, determine key players and gather intelligence on specific government units including TELCOR, Ministry of Education (MINED), Ministry of Health (MINSA), etc..
  • Write business proposals.
  • Lead capture efforts, dissect RFPs, perform gap analysis in order to prepare winning proposals.
  • Identify, qualify, lead, and close new business opportunities to achieve company growth and revenue targets.
  • Develop and maintain pipeline of opportunities aligned with SayCel’s vision, mission and business model/strategic plan.
  • Conduct competitive analysis to better understand issues and threats
  • Manage incoming shipments and importing process of equipment.
  • Basic accounting, provide expense reports, and financial projections.


  • Bachelor’s degree. Master’s preferred.
  • Bilingual and fluent in English and Spanish.
  • Position requires travel in Nicaragua; must have reliable transportation
  • Possesses necessary documents to travel internationally (or willing to acquire them if hired).
  • Demonstrated experience in leading an organization in capturing, bidding and winning contracts, grants or other funding opportunities.

A plus

  • Strong contacts within Nicaragua’s Telecommunications or governmental community to facilitate the development of strategic teaming relationships.
  • Strong understanding of the federal government procurement processes and practices.
  • Sound business judgment and innovation in approaching business challenges.
